UPSC Stands for the union public service commission
And upsc is recruiting for the posts like IAS And IPS
IAS Stands for the Indian Administrative service
IPS Stands for the Indian Police service
And you have to give the civil services exam for these posts
And for these exams the candidate must be pass in graduation from a Recognized Indian university
And the age limit for the exam is 21-30 and relaxation will be given to the reserved candidates
To obc and sc/st of 3 and 5 years
And the age relaxation for the ph is 10 years
And as you said you have done your b.tech
Then you can apply for the exam on your degree basis

After B.E. in mechanical Engineering you are eligible for the
1.Civil Services Exam (Eligibility : a degree from arecognised university).
2. Combined defense services exam ( Eligibility : For IMA and OTA-Degree of a recognised University or equivalent.
For Naval academy- Degree in Engineering
For Air force academy- Degree of a recognised University (with Physics and Mathematics at 10+2 level) or Bachelor of Engineering.)
3.Engineering Services Examination (IES) (Eligibility -A degree in Engineering from a recognised University)
4.Central Police Forces (Assistant Commandants) Examination ( Eligibility-A degree from a recognised University or equivalent).

since you have completed you bachelor's degree in mechanical engineering ,you are almost eligible for all the exams conducted by UPSC except NDA and SCRA .the list of exams for which you are eligible are listed as below:
