No, dear you are not eligible now after completion your graduation you can apply for UPSC Prelims Exam. Pursuing candidates are not eligible for it.

The minimum age limit is 21 years and the upper age limit depends upon the category to which you belong:
General:30 years
OBC:33 years

Yes, you are eligible to apply for Preliminary examinations - 2013 , being a Final year in Graduation course.
To apply for Preliminary examinations minimum age required is 21 years .
###My suggestion is to better to apply for Preliminary examinations, after completion of Preparation of preliminary examinations because there will a limits of attempts depends on category wise.
Attempts to be made for different categories are:
General-04 attempts only.
OBC-07 attempts only.
