Yes you are applicable for the UPSC exams.

The UPSC conducts several exams related to the civil services,to the defense,to the police forces and in every exams the minimum criteria is the graduation.
There are many exams such as Indian Economic Service or some other where there is special subjects requirement ,but for most of the exams the graduation is only criteria ,the stream is not a issue.

As you have a engineering degree,you are applicable to every exams that is conducted by the UPSC other than the CMS and the IES(Indian Economic Services).
The exams like CDS,IPS,IAS,IES(Indian Engineering Services),CPF all of them,the degree is enough and engineering has more opportunities than the others.
