Yes of course you are fully eligible for the upsc ias/ips examination. The eligibility criteria for appearing in UPSC exam is Graduation in any stream from a recognized university.
The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.

Yes ; as a bachelor of physiotherapy you are eligible for the UPSC Civil Services Exam.
The basic eligibility for the exam is that you should have a degree from a recognized college and do not cross the age limit of 21-30 years. Your subjects of graduation does not affect your eligibility for the exam.
