Charatered Accountant course is not an bachelor degree course but it's an professional course which is not treated as equivalent to graduation. But if you have completed your graduation in any stream then you can apply for this examination.

Yes absolutely you can become IPS officer after completing CA course. You have to apply for Civil Services Examination.
Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.
The basic eligibility criteria for Civil Services Exam are as follows:
The candidate must hold any degree in any discipline from any recognized university. Final year degree students are also eligible
The age limit is 21-30 yrs
The maximum number of attempts for General category is 4
The candidate should be Indian
