Yes my friend,you are eligible but make sure that the college or university from where you have done your B.E is Government approved.
According to the education eligibility criteria,it states that a candidate must have Bachelor�s degree of a recognised university with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physcs, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Enginerring or an equivalent qualification.
Apart from this make sure that you fulfill the age criteria.
So if your satisfy the criteria,then start preparing for the exam!

And to apply for this you must have a minimum of Graduation from a Recognized university

firstly i want to tell you that UPSC is not a exam , UPSC conduct many exam and you doesn't mention which exam detail you want to know.
there are many exam in public defence, are conducted by upsc and each exam eligibility criteria is different;.
As a B.E. student you are eligible for following exam which are conducted by UPSC is
Civil Service Examinations
Combined Defence Services Exams
Indian Engineering Service Exams
IFS exams
exam wise eligibility criteria is given below.
Indian Engineering Service Exams (IES).:
this exam is only for engineer candidate. only those candidate are eligible for this exam whose b-tech degree in Mechanical, Civil Engineering ,Electrical Engineering, Electronics & Telecommunication Engineering
and age in in between 21 to 30 year,
Combined Defence Services Exams (CDS):
this is the exam of defence sector,
for eligibility candidate should be completed graduation and age should be 19 to 25 year.
candidate should be indian
For CSAT
candidate should be graduate in any stream and the age of the candidate should be 21 to 30 year

UPSC Civil services exams are held in three stages:
CSAT
MAINS
INterview
You need to be a Graduate to apply for this exam.
Graduation can be done in any stream
Final year Graduation student can also apply
Age- Minimum 21 years
Maximum 30 years
3 years age relaxations for OBC candidates
5 years for the SC/ST candidates
Attempts- 4 for General and 7 for the OBC candidates

Hi buddy ,you asking about the engineers eligibility in the UPSC exams,let me tell you that a engineer is applicable every where,a engineering degree is such a degree,only the field of medical is remains untouched by the engineers,otherwise in every field and departments the engineers are applicable.
And for the civil services like IAS,IPS the graduation is the only necessary qualification and fore most of the post from any stream graduation is necessary.
And B.E is a graduation degree.
Hence you are applicable for most of the civil services.
