I)You must have a bachelor degree in any decipline

II)Your degree must be from a UGC recognized university

III)Your age must lies in between 21-30 years

IV)You must be Indian


these are the above eligibility for the UPSC exams.

if the university is UGC recognized from where you have done graduation then you can apply for the exam otherwise you can not apply.

Upsc requirement the candidate must have graduate in any stream from the approved university means recognized by the ugc/aicet or state /center government.
If you complete the graduation from approved university then you are eligible for the exam.
Age limit for the exam is the 21 to 30 years
Age relaxation for the reserve category three years for the obc category
Five years for the sc/st category.

Yes it is valid and you can apply for civil services examination.
The requirement is a graduation degree from a UGC recognised university/college and Periyar University has given 12(B) status by UGC, it was established by Tamil Nadu government in 1997.
