Yes,sure after passing from a open university/distance ,you are eligible to give UPSC examinations provided that your university should be approved from DEC which stands for distance education council.
IAS is the Indian Administrative services and the examination for it is conducted by the UPSC in the category of civil services examinations.
Final year candidates of graduation are also eligible to apply for this examination.
You must adhere to the age criteria that is your age must be between 21-30 years.

it is no matter for the open university/distance education, condition is that upsc required for the ias candidate should passed the graduation in any stream from the recognized university which is approved by the ugc/aicet/state government/center government/DEC.
if you complete the degree from the recognized and complete the age 21 years then you are eligible for the exam.number of the candidates give the exam which is passed out from the open university like as IGNOU university. so don,t worry you are eligible the exam after recognized university.
the notification of the exam is declared by the upsc in the month of the December and the preliminary exam is held in the month of the may and mains exam held in the month of the October.

And one thing it does not matter that you have passed your degree from distance
Or you have passed your degree from regular mode
It matters that your university must be a recognized University
For the Ias Post you have to write the Civil services exam
The exam is conducting every year from the upsc department
Qualification Required for the Exam:
~ The Candidate must be pass in the graduation degree from a recognized university
~ Or should be pass in any equivalent degree

You can give the IAS exam if and only if you fulfill the below criteria for the IAS exam :
1) You should done the graduation form any recognized university in any stream .
As you done your graduation from open university , if your university is recognized by UGC or AICTE then you fulfill the education criteria otherwise you can't give the exam .
2) Your age should be below limit :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-40 for physically handicapped.
3) You must be an indian citizen
So if you fulfill the above criteria then you will eligible for giving the exam .
4) No of Attempts that are allowed for the exam :
4 for general cast
7 for obc cast
no limit for sc/st cast
So if you fulfill all criteria then you will allow to give exam otherwise not .

Educational Qualification: - If you have graduation completed from any of the institutes established by an Act of Parliament or any University deemed by the University Grant Commission under section 3, Act, 1956 then you are eligible for UPSC exams.
The other eligibility criteria are:
Age Limit: - The candidate should be minimum 21 years of age and the maximum age is 30 years. 3 years relaxation for OBC & 5 years relaxation for SC/ST.
Number of attempts: - Every general eligible candidate is allowed to attempt the Civil Services Examination 4 times.
For OBC candidate�s no. of attempts is 7 times and for SC/ST infinite no. of attempts

Yes ,you are eligible for civil services exams.As you have pursued graduation through distance education mode any recognized university .UGC has allowed all the possible degrees through distance education, so all the students who have graduation through distance mode will be eligible for all the exams where graduation is required.But candidates cannot graduation in engineering so if any university clam to offer this degree then this university is fake so beware of such universities.Here are some degrees through distance education-

There is o harm if you have done your graduation in distance learning but all the deal is the university is recognized by aicte and you are eligible for it because the eligibility for the exam is:
