Yes friend you are eligible to apply for the Civil Service exam after completion of graduation.

But your university should be recognized by the UGC.

UPSC conducts the Civil service exam once in a year for the followings posts

    IAS

    IPS

    IRS

To apply for these posts you must have following qualifications:

You must be graduated in any branch from valid university.

You can also apply in final year of graduation.

Age limit for general candidates 21 to 30 years, OBC candidates 21 to 33 years and SC/ST candidates 21 to 35 years.

You must be the citizen of India.

    Hi

I want to tell you that UPSC conducts the exam based upon graduation.

if you want to give the UPSC exam then you must have a graduate degree from a UGC recognized University of India.

Your age for the exam should be in between 21-30 years.

you have done your graduation from USA then you can not give the exam of UPSC.

for more information you can check from the following link:-http://www.upsc.gov.in
