UPSC conduts the Indian Economic Services exams.
The Age limit is between 21-30yrs on the 1st of January of the year of examination.
So on 1st Jan 2013 you age should not be more than 30yrs. Age relaxation to OBC
candidates by 3yrs and by 5yrs to SC/ST candidates and others in the reserved category is provided.

for each exam there is a reference date on which the age limit has to be calculated . for ies exam its 1st january of the year you are applying. suppose you apply for 2013, then A candidate for 2013 examination must have attained the age of 21 years and must not have attained the age of 30 years on the Ist January, 2013 i.e. he/she must have been born not earlier than 2nd January, 1981 and not later than 1st January, 1992.

You need to calculate your age on the 1st january of the year.
Minimum : 21 years.

so for you its 1st august 2013.
1.your age limit should be in between 21 to 30 years on 1st august of the yearf exam
>>however there is relaxation of 3 and 5 years for candidates belonging to OBC and SC/ST/PD respectively
2.you need to have a b.tech degree from a recognised university

IES EXAM STANDS FOR INDIAN ENGINEERING SERVICE EXAM WHICH IS CONDUCTED BY UPSC.
AGE LIMIT IS 21-30 YEARS.,
age should be calculated from 1st august 2013.
age relaxation is reserved category student.
3 years for obc
5 years for cs/st
10 years age relaxation is given to physically handicapped student.

UPSC conduct the IES exam only for Engineering graduates.
According to Notification for UPSC IES exam your age must be within 21 to 30 years on 1 January of the year of exam. You must have attained the age of 21 years on January and you must not reach the age of 30 years on that date.
UPSC also provide relaxation of 3 years for OBC and 5 years for SC/St in upper age limit.
