yes, of course you can apply for both IES(Indian Engineering Services) Exam and IAS(Indian Administration Services). remember that IAS is not a exam. you have to apply for Civil Services exam if you want to become an IAS officer.
but if you take my opinion you must concentrate on one exam. It will be very helpful for you. both IAS and IES are different fields. IES related to technical and IAS related to administration.

Yes friend you can apply for both IES and IAS exam simultaneously.
There is no restriction by the UPSC regarding this matter.
But friend personally I would like to advice you that you should not apply for both exam because it will be harmful for you and you would not concentrate both exam.
Civil Service exam and IES exam is the toughest exam of India and you need very hard work to crack these exam.
Don�t take it so easy.
So friend first of all decide that where you want to create your future otherwise you will get defeat.
UPSC conducts Civil Service and IES exam every year at national level.

Yes why not ,you can apply for the both IES and IAS exam but you must satisy the eligibility criteria or the exams.
IAS stands for the Indian Administrative services.It comes under civil services examinations is conducted by the UPSC every year .Bachelor's degree is the minimum academic requirement for the civil services examinations.
IES stands or the Indian Engineering services examinations .It is also conducted by the UPSC every year.Bachelor's degree in any stream of engineering from a recognized university.
But for appearing for this examination,you have to select subjects from the given our trades only :
1.Civil engineering
2.Mechanical engineering
3.Electrical engineering
4.Electronics and communication engineering.
The age limit for both the examinations is same that is :
General: 21-30 years
OBC: 21-33 years

For the IES exam the candidate must have complete the graduation in the engineering line means candidate complete the b-tech following field
Category I�Civil Engineering.
Category II�Mechanical Engineering.
Category III�Electrical Engineering.

But for the civil service exam the candidate must have graduate in any stream.
The age limit for both the exam is 21 to 30 years.

2. Educational Qualifications:-
Bachelor�s degree of a recognised university with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering or an equivalent qualification.
3. No. of permissible attempts :- Four (Seven attemps of OBCs ) and no limit for SCs/STs.
IES exam 2013 Eligiblity:-
Candidate must hold a degree in Engineering or equivalent. Provided that a candidate applying for the posts of Indian Naval Armament Service (Electronics Engineering Posts) and Engineer Group A in Wireless Planning & Coordination Wing/Monitoring Organisation may possess M.Sc. Degree or its equivalent with Wireless Communication, Electronics, Radio Physics or Radio Engineering as a special subject.
