dear to become eligible for the IES you need to attain atleast age of 21 years.
according to your date of birth you will become 21 years old in 2013 so may be because of few months become uneligible for the IES 2013,
but surely after that you can give IES exams.

Oh! you have to wait one more year for applying in IES examination. You can fill the exam form for IES 2014. You will not come in the age limit of IES exam of upsc, Means The age limit for UPSC IES exam is 21 to 30 years on 1st January. It means if you want to give IES 2013 exam then you must have not been born earlier than 2nd January 1983 and not later than 1st January 1992.

But you date of birth is 29 Feb 1992 means you are not eligible for age limit. For details click here

    dear friend,

For UPSC IES you must attained the age of 21 years on 1 January and you should not reach the age of 30 years on 1 January.
so as according to your date of birth you should attain the age of 21 years on 29 February,2013. so you would not eligible to apply for IES exam in 2013.
but you can apply for Civil Services in 2013 because for CS you need to attain the age of 21 on 1 august of the year of exam.
if you want to apply for IES only then you can start preparation for IES now. you should also check the notification for IES exam 2013.

    Good Luck.........

The criteria for the IES exam is below :
-> one should done B.E. /B.Tech from any recognized university.

-> A final year student also eligible for the exam .

    -> Age limit :
    21-30 for general cast
    21-33 for obc cast
    21-35 for sc/st cast
    21-40 for physically handicapped.

Now as your current age is above 20 but the minimum age is 21 so that you have to wait one more year.

So that you can't give the 2013 exam but you are eligible in 2014 exam .

But till you prepare for the exam .

    Hi...friend

Exactly you are eligible to write IES exam in next year

Now you are age is exactly 20 years so that you have to wait one more year to go

Then you can eligible to write any upsc exam

See friend upsc require minimum 21 years to maximum 30 years

So it is seemed to you can not apply for now onwards

When you will be getting 21 years then you may apply for the following
    posts

    IAS,IPS,IES,IFS,CDS,RTO AND ETC

Make sure that you need to complete your graduation in any stream

Then only you can appear in any exam under upsc

    Any way good luck...
