for IES exam you need to complete or appearing in final year of B.E/B.Tech.
for IES you must reach 21 years on 1 January of the year in which exams are conducted. and you become 21 years on 29th February of 2013. so, you cannot apply for IES exam in 2013. but its not final you should need to check Notification of 2013 Exams for IES when it is released. if in the Eligibility Section of Age Limit it is written any date not latter then 1August,2013 then you can apply for IES in 2013. you can check notification on UPSC official website after release of notification: http://www.upsc.gov.in/

The age criteria for the IES exam is below :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-40 for physically handicapped .
Now you belong to general cast so that minimum your age should be 21 .
As per your birth date currently you are 20 years old so that you are not eligible for the exam .
You will become 21 in next february 2013 so that in 2013 IEs exam you are not allowed but in 2014 you are eligible .
So you have to wait one more year till you become 21 till you can prepare for the exam .
But be sure that for IES exam you have to complete your B.E. / B.Tech fro many recognized university .

when the last date of the ies exam for filled the application when you are not complete the 21 years. so you try to next time for the exam. and start your prepartion from the ies exam.
the qualification is required for the ies exam is the B.Tech passed from the recognized university which is approved by the ugc/aicet.
the age limit for the exam 21 to 30years.
the ies exam is like as the ias exam.
firstly preliminary exam, after that mains exam then interview.

In order to attend the Engineering Service exam, aspirants have to pass the engineering graduation in any disciplines.
In addition, they are supposed to be aged above 21 and below 30 years.
So in 2013 february you will be of 21 years so yes you are eligible

There are 2 IES Exams by name conducted by UPSC every year.
One is Engineering Services Examination & the other is Indian Economics Services Examination. Of which Exam you are talking about. Next time please clear it.
However, the age limit criteria for both the Exams is same i.e. 21-30 years on 1st August of the year of Examination.
Your Age on 1st Aug,2013 will be 21 years 5 months 3 days i.e. you will cross 21 year which is the minimum criteria of IES Examination.
Therefore, you are 100% Eligible for UPSC IES Examination 2013.
