Yes , they can apply for IAS exam being a Final year student . But friend the time for registration for IAS exam has already been over , hence you can try next year , the notification usuallly published in the month of March and Prelim exam is conducted in the month of May .

Well friend i am sorry to say that 3rd year b.e students are not eligible to give ips exam.final year graduation students are eligible to give the exam.

Sorry to say that B.E 3rd year student can't apply for IPS post. because B.E is a 4 years course. and according to UPSC final year candidates can apply for the exam. so you can apply for the exam only in final year(4th year) in case of you.

You are in 3rd year so, wait for one more year , You will be eligible in last year of graduation and also after graduation.

B.E stands for Bachelor in Engineering , After that you are also eligible for Indian Engineering Services Examination.

Eligibility Criteria :

Candidate must be graduate and also can apply in last year of graduation.

Candidate must be under 21-30 years.
3 years of age relaxation for BC candidates and 5 years of age relaxation for SC/ST candidate.

See you will have to wait for 1 year. You can apply for the exam when you will be in your 4th year or after your completion of the degree.

And if you have already prepared for the exam then its well and good. You will get much time for your revision and so you will be to do very well in the exam.

Also If you have not started the preparation yet but aspire to be an IPS officer its not very late to start for.

Start preparing from today onwards only. You have approx 1.5 year in your hand for the exam and you can do very well in your 1st attempt pnly.

For this you can either take help of a good coaching centre or prpare yourself as its not a necessary thing to join a coaching centre.

But I will advise you to join an all india test series which will tell you where you stand. It will show you your strength and weakness on which you can then work upon.
