coming on your question, yes you can definitely apply for IES exam. but for IES exam you need to have Engineering degree in any stream from recognized college or university. you can also apply for UPSC IES exam while studying in final year of Engineering.
for IES your age should be within 21 years to 30 years. There is also relaxation in upper age according to government norms vise 3 years for OBC and 5 years for SC/ST candidates.
for IES there is no limit in number of attempts.

For that exam you should be graduate in engineering from any recognized university and also can apply in last year of engineering graduation.
No percentage barrier for that exam , If you just have passing marks in graduation then you are also eligible.

Every engineering graduates is eligible for IES exam. but you have to apply this exam in the following;-
Civil Engineering
Mechanical Engineering
Electrical Engineering
Electronics and Tele communication Engineering
Age limits;-
For General-;
Age limit is 21-30 years. 3 years age relaxation for obc category
5 years for SC/ST category candidates
Number of attempts;-
General-4 times, obc-7 times
There is no limit for SC/ST category candidates

It is a service as for the engineering of central and state government.
No limitations for female to apply for IES.
The limitations female have is generally in the defense services and not in any engineering such services.
