Custom Services come under Indian Revenue Services exam.

The eligibility criteria is as follows:
1.You must be an Indian citizen
2.Your age must be inbetween 21 to 30 years with upper age relaxation of 3 years for OBC and 5 years for SC/ST/PD category.
3.You must be a graduate.Final year students are also eligible for the exam.

Yes, Final year of Fashion Technology course also eligible for Custom service exam through IRS examination.
To get eligibility in Final year you have to be complete your Graduation till the mains examination then only eligibility possible But there are certificates required for Preliminary exam.But if you get success in preliminary exam then You have to be apply for Mains exam with your Degee certificates.

Well, the educational qualification needed for the customs services examination is a degree from a recognized university.

So, if your fashion technology is a degree course & the institute i.e. NIFT is a UGC recognized then it is ok .
