No you cannot appear in the UPSC Civil Services Exam(CSE) in the pre final year B.Tech course.

UPSC CSE is conducted every year to make recruitment to 24 services/posts.

Eligibility for CSE :

Age Limit :
General Category-21-30yrs on 1st August of the year of exam
OBC-21-33yrs
SC/ST-21-35yrs

Educational Qualification :
Graduation in any discipline from a UGC recognised University.
Final year appearing/appeared candidates can apply on provision.

Since you are not in your final year of graduation i.e.B.Tech you cannot apply for CSE.

General Category-4 times
OBC-7 times
SC/ST-Unlimited times
