Those candidate who are studying in the final year degree course and have yet to pass the final year degree examination are also eligible to apply.
Age: should be between 21-30 years for general candidate
OBC Candidate 21-33 years
SC/ST Candidate 21-35 years
State of Jammu and Cashmir 21-35 years
Defence Services Personnel 21-35 years
Ex-Servicemen 21-35 years
Educational Qualification: Candidate should be graduate any stream from any recognized university.

UPSC allows candidates who are still pursuing their final year of graduation to appear for the exam. So, yes you can appear for the exam in your final year of engineering.
Apply for the exam during your final year, but you have to make sure that you graduate in that particular year and that you must have your certificates must be ready before the examination as it is mandatory.
