The eligibility criteria for applying in the WBCS is
~Educational qualification-A degree from a recognized university,in any stream.
~The candidates must know to speak,read and write in Bengali(not necessary for the hilly areas inhabitants ex-Darjeeling)
~Age limit-21 to 32 years for general candidate
and 3 years and 5 years upper age relaxation for the OBC and the SC/ST candidates respectively.
~The candidate must be a citizen of India.
Hence,it is not necessary to be a local of West Bengal in order to apply for the civil services of WBCS,but you must read,write and speak Bengali properly.

Yes, you can appear for civil service exam in west bengal being a non local. Dear if you are living out of delhi then offcourse you can apply for it bcoz UPSC conducts exam in all over India.
