yes you can appear for IES after completing M.Sc in Electronics and Telecommunication

as there are only four cadre's where you can apply for IES
and they are as follows

1->CIVIL
2->MECHANICAL
3->ELECTRICAL
4->ELECTRONICS

You must have a minimum of GRADUATION

The minimum age must be 21 years

You must be an INDIAN CITIZEN

Maximum age is allowed up to 30 years

The basic criteria for appearing in IES Exam is :
1. Nationality : Indian
2. Academic qualification : Engineering graduate in any stream from any recognized university.
3. Age limits : 21-30 (OPEN), 21-33 (OBC), 21-35(sc/st).
4. Attempts : OPEN-4 , OBC-7 ,SC/ST-9 .

However, there is a provision in academic qualification that
"M.Sc. degree or its equivalent with Wireless Communication, Electronics, Radio Physics or Radio Engineering as a special subject."

As you are qualified in accordance to the aforementioned point, you are eligible.
