-You must be a Citizen of India,

you can can't appear for civil services examination of 2012 as applications has been closed by the UPSC
but you can appear in other examination like
1.central police force examination
which is scheduled to conducted on 11 nov,2012 whose notification is scheduled to arrives in july on the official website WWW.upsc.gov.in or in leading natinal dailies.

2. CDSE for three armed forces
whose notification has been allready arrived fill them on time

This examination is Conducted every year by UPSC, and the notification will be published every year in the employment newspaper or in the UPSC Website. The Civil Services Examination is conducted every year by the Union Public Service Commission for recruitment to various services like the Indian Administrative Service, Indian Foreign Service and Indian Police Service, as well as Group A and Group B Central Services.
The Notification of this examination will be Published in the month of February every year and eligible candidates may fill the application form Online Only. You must have attained the age of 21 years and must not have attained the age of 30 years, the upper age limit will be relaxable by 5 years for SC/ST candidates, by 3 years for candidates of OBC.
Number of Attempts :
~~ 4 attempts for open, 7 for OBCs and no limit for SCs/STs. If a person appears in the Preliminary Examination or even one paper is counted as an attempt.
The examination is Conducted in 2 stages :

You have to cracked the Preliminary examination first, only then you are eligible to appeared for Main examination. preliminary examination is Objective and there are 2 papers in this examination.

But don't worry you can apply for the next year,
the notification for the examination is released in the month of february every year .
