if the aspirants fulfill the eligibility criteria then yes they can appear for upsc exam
for civil service exam=it consists of 2 parts
1)preliminary exam
2)main exam
qualification=any bachelor degree without any backlog.
age=21-30 years with relaxation age
should be medically fine
must be citizen of india if applying for IAS AND IPS,where as for ther services must be citizen of indian or subject of nepal or subject of bhutan.
**aspirants who had cleared the civil service preliminary exam are allowed to give civil service main exam
**you can also try for other entrance exam like CDS,IFS, etc..

The candidate should have a degree completed from any of the institutes established by an Act of Parliament or any University deemed by the University Grant Commission under section 3, Act, 1956. The candidates with a degree from any of the recognized universities can apply for the UPSC Exams.
Most of the UPSC exams have a age limit so you have to be eligible in that category.
For example
For CDS you should not be aged more than 24 years.
For IAS age limit is minimum 21 and maximum 30 years
The general age limit for an exam is 21-29 years.

And it is computer related branch.
Then you cann't if you are accpecting your branch subject in subjective exam.
YOu have to choose one other subject for UPSC exam then you can.
First subject you can choose math and that is your branch subject.
But otherone you have to choose other .
