As we all know that the basic minimum academic requirement for the most of the UPSC examinations is bachelor's degree in any desired discipline from a university recognized by the UGC.
When it comes to degree (bachelor's ) obtained in distance mode ,the institute providing the degree must be approved from the DEC(Distance Education Council).
Friend,if you have obtained the degree from the institute that is approved from the DEC,then you are 100 % eligible for the UPSC examinations like:
1.Civil services examinations.
2.Indian Engineering services: The most suitable exam for the engineers.
Note: The age limit for both the exams is General:21-30 years.Relaxation of three years to obc and five years to sc/st respectively.
3.Combined defence services
4.Central Police force Services.

Eligibility Criteria for Indian Engineering Service Exam 2013 :
Candidate musth have completed his/her bachelor's degree in engineering in any one of the following disciplines from a recognized university and final year pursuing candidates are also eligible
Civil Engineering
Electrical Engineering
Electronics and Telecommunication Engineering
Mechanical Engineering
Age should not be less than 21 years and more than 30 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
Examination Patter for Indian Engineering Service Exam 2013 : There are two patterns in exam which are :
Paper I - General Ability Test - English Language and General Studies - 200 marks - Objective type
Paper II and Paper III would be conducted for that particular subject which you would choose for your exam and all subjects are mentioned above of engineering - Objective type and each has 200 marks
