yes, you can apply for UPSC exams being an Instrumentation and Control Engineer. As according to UPSC guidelines for appearing in UPSC exams you need to complete or appearing in final year of graduation in any field. and your age must be 21 years to 30 years with relaxation for reserved category candidates in upper age limit: 3 years for OBC and 5 years for SC/ST.

Yes, all graduate person who do graduation in any stream or field can apply for upsc examination. You can apply for IAS/IPS/IFS and IES examination. Here IAS/IPS is for administrative services and IFS is for Forest Services and IES is for Engineering services.

After pass these exams you can get central govt. posts. But you have to see all other eligibility criteria for the exam like if your age will be between 21 to 30 years then you can fill the form.
