I am glad to say that You can appear the UPSC examination after passing your B.E. as the essential qualification is Bachelor degree at any recognized University. You can appear for the CSAT & IES ( Indian Engineering Service) which is conducted every year. But You must see your age requirement as the age is 21-30 years and for obc the relaxation is 3 years and for SC/ST it is 5 years. Thanks...
When you will appear in last semester exam of your University then you will be eligible for the UPSC exam. But you have to start preparation now.
You have to fill the form of IES i.e. Engineering Services Examination. But also you can fill the form of IAS/IPS as you choose for your future. In IES examination you can get the job of Central Govt. Engineering Services.

While pursing in the pre-final year of Engineering course candidates are not eligible to apply . But after completing engineering degree you can eligible to apply for UPSC exams . You can lots of options to apply for UPSC examination .
You can apply CDS exam , Civil Service Exam , Engineering Service exam ..etc.
CDS Exam is defence service exam and this examination is conducted for recruitment of Military , Air force , Naval , Officer Training Academy . This exam is conducted twice in a year . To apply for this exam , candidate must have hold the graduate degree with any discipline .
Military / Officer :- Degree in any desire subjects .
Air force / Naval :- Completed degree with Physics and Mathematics or Engineering degree .
Civil Service examination is conducted by UPSC Once in a year and it is one of the popular and toughest examination . After cracking this examination , candidate can get admission into IAS , IPS , IFS , Revenue Officer , Railway , Defence , Central Excise and Customs .

there is only two major things in the eligibility criteria:-
ELIGIBILITY CRITERIA:-(FOR CSE)
1. THE CANDIDATE MUST BE AN INDIAN CITIZEN.
2. THE CANDIDATE MUST BE A GRADUATE WITH AN UGC RECOGNIZED UNIVERSITY.
AGE CRITERIA:-

3. FOR SC/ST= 21-35 Y
and yes there is an age relaxation of five years for ex-servicemen

but you can give it through b.e
How means upsc needs any bachelor degree in any stream from any
university with any percentage
So thats why you can eligible to write any upsc exam through only b.e
Your age must be between 21 to 30 years
age relaxation also applicable for backward candidates
For bc's and sc's the age relaxation will be up to 3 and 5 years
respectively

diploma holder are not eligible for upsc exams like civil services .to apply for such upsc exam you need to be graduate form a recognized university ,in any stream with at least passing marks.as there is no percentage bar for the upsc aspirants.
so if you want to apply for upsc exam on the basis of your diploma then you are not eligible for it . but you can apply for the upsc exam in the final year of your course or after completing your it.and while applying for the exam under upsc your age should be between 21-30 years .
Yes you can apply the UPSC exam after your B.E. because you complete the graduation and every graduate are eligible for the exam .
You can give the UPSC exams like CDS , CSE , IES etc .
