Union Public Service Commission conducts number of examination for candidates with different qualification. Since you have completed your Bachelor degree i assume , you will be eligible to apply for the following examinations after completion of your bachelors degree program:
- Civil Service Examination
- Central Police Force Examination
- Combined Defense Service Exam for Indian Army
Apart from being a graduate, you will have to be within the prescribed age limit which is as follows:
For Civil Service Exam: 21-30 years
For Central Police Force Examination: 20-25 years
For Combined Defense Service Exam for Indian Army: 19-24 years

The minimum qualification for appearing in UPSC exam is Graduation. It is not necessary that you have to do special diploma in any area for applying in UPSC.
If you have Graduation degree in any field then you can go for the UPSC exam. Otherwise if you do only DTE then kindly first of all complete your graduation and then go for the UPSC examination.
The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.
upsc doesnot restrict you if you comply with following eligibility criteria but they don't give you any previlige on the basis that you are a primary teacher in DTE rather you have to later on need to submit a NO objection certificate if selected prior to 3 weeks of training to the UPSC by DTE.
1. must be university graduate form reconised university or equivalent.
2.generally for most of UPSC exam's Age must be within 21-30 years relaxed in upper age according to govt. norms for academic year though generall for OBC is 3 yrs & FOR sc/ST is 5 yrs.
3. indian nationality is must or subject of it.

Its a good thing that you r a primary teacher in DTE of education but dear if you want to write UPSC exam then you should have proper graduate degree from recognized university. Except this also your age should be 21-30 yrs and must be citizen of India. For more details visit www.upsc.gov.in

You did not mentioned your qualification so its not possible to clearly answer your question.Here i am giving some basic requirements for civil services exams.
Candidate should be an Indian citizen.
Age: 21 to 30 years for general category and 21 to 33 for OBC and 21 to 35 for SC/ST
Qualification: Any graduate from a UGC recognized university
And one most important thing i want to instruct you that there are a limit for giving the exam. It is 4 for general category, 7 for OBC and there are not any limit for SC/ST candidates.
