after complete the diploma you can not apply the upsc exam. if you complete the +2 with diploma then u are eligible for the nda and scra exam.

diploma is considered equivalent to 10+2. so being a diploma holder you can apply for UPSC NDA and SCRA exams.
Age limit:
for NDA 16.5 years to 19 years.
for SCRA 17 years to 21 years.
you are also free to complete your graduation then apply for UPSC exams. after graduation you can apply for the posts like IAS, IPS, IES, CDS, CPF, IFS and lots more.

if you have done 12th
then you can give upsc exam but your age should be in between 16-19
and if you are not in this age group then complete your degree in engineering
then you can give this exam
and for this your age should be in between 19-24

because UPSC exams requirement is graduation .
if you complete your graduation then you can apply for UPSC exam .
if you complete 10+2+ diploma then you can apply following exams
NDA/NA-( National defence academy/
Navel academy exam)
SCRA- (special class railway apperentis exam)
after graduation you can apply following exams :-
IAS - (Indian administrative services ).
IPS - (Indian police services ).
IES - (Indian engineering services ).
IFS - (Indian forest /foreign services0.
CDS -(combined defence services).

let me clear you one thing that there is no any exam for diploma holders in upsc so you are not eligible for the same examination.
Because the minimum qualification required for upsc examination is graduation from a recognized university.

Eligibility Criteria
(i) Age limits :
21-30 years as on 1.7.2012. (Upper age limit relaxable for SCs/STs, OBCs and certain other categories ).
(ii) Educational Qualifications :
Bachelor�s degree of a recognised university with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physcs, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering or an equivalent qualification.
(iii) No. of permissible attempts :
Four (Seven attemps of OBCs and no limit for SCs/STs )

sorry to say but you are not eligible for MAXimum of the UPSC exams...as maximum of UPSC posts demands for graduation and a diploma holder isn't consider as a graduated one.
so, there are just a limited exams for which you are duly applicable as
NDA or
SCRA like exams.

the main eligibility to apply for the upsc exam is graduation or engineering .
diploma holder in any stream are not eligible to apply for the upsc exam.
so first of all you have complete graduation in any subject from a recognized institute under ugc to become eligible for the upsc exam.
there is no percentage criteria to apply for this exam.
SC/ST and the OBC category aspirants are given age relaxation of 5 and 3 years respectively for this exam.
i would like to tell you about the age criteria for this exam, which is as follows
21-30 years for the general category
21-33 years for the OBC category
21-35 years for the SC/ST category
dear aspirant diploma holders are not eligible for the upsc exams,
to apply for the upsc exams you should have graduation degree or bachelors degree,
also with that your age should be in limits that is 21 to 30 years,
if you are a candidate of SC/ST category then you will get age relaxation of 3 years and 5 years respectively,

Ya you are eligible for UPSC exam.
If you will complete B.tech then it is better for you after that you are eligible for IES exam. After complete of IES exam, YOU will direct make GM in Railways etc.
Dear, you are not eligible for UPSC Exams if you are a diploma holder in Civil Engineering. It's better to apply for BE or B.Tech, which will save your time and then apply for UPSC Exams. After completion of your Bachelor Degree, you can apply for all exams which are conducted by the UPSC except Combine Medical Exam, Geologist etc. Good Luck.....

is diploma is not consider as degree. thus way you are not applicable degree qualification related jobs.
diploma is consider as 10+2 level only. if you apply in UPSc related jobs apply 10+2 level is education qualification jobs only.
if complete your B tech you are eligible for degree related jobs also...
