yes,you are eligible for the both IAS and IES examinations at the same time but the eligibility criteria for both the examinations are different and you need to satisfy for both the criteria:
IES stands for Indian Engineeirng services examination
It is organised by UPSC (union public service commission).
Eligibility criteria:
B.Tech/B.E in civil ,mechanical ,electrical and electronics and telecommunication engineeirng is required for this examination from a recognised universitY and the course must be affiliated by AICTE.
Final year b.tech candidates may apply for this examination.
Paper pattern of IES students:
IAS stands for Indian Administrative services.
>>It is also conducted by UPSC.
It requires graduation in any stream from a recognised university.Final year graduation students are also eligible.
Paper pattern for IAS:
The age criteria and attempts as per category for both the examinations are same :
21-30 for general students and four attempts.
21-33 years for obc and seven attempts.
21-35 years for sc/st and no limit of attempts.
NOTE:If you are eligible for IES examination then you are eligible for IAS examinations also but the vive versa doesnot exists.

first of all i tell you that if you want to become an IAS officer than you should give the civil services examination ,which is a combined examination conducted by upsc for various govt. posts like IAS/IPS/IFS.................
NOW the other thing is that there is no any barrier of this type in upsc exams .
you can apply as many exams as you want at the same time .
but first you should check your eligibility criteria that you are eligible for the same or not.
eligibility criteria for civil services examination :-
1. you must be a citizen of India.
2. you must be a graduate from a govt. recognized university.
3. your age must be in between 21-30 years ,but if you are belonging from a reserved category
than there is an age relaxation of five years and three years for sc/st and obc respectively.
eligibility criteria for indian engineering services examination:-
1. you must be a graduate of engineering in any of the four branches mentioned below.
* CIVIL ENGINEERING
* MECHANICAL ENGINEERING.
* ELECTRICAL ENGINEERING.
* ELECTRONICS AND TELECOMMUNICATION ENGINEERING.
2. YOUR AGE MUST BE IN BETWEEN 21-30 YEARS.

Well mine friend, you see yes you are eligible for both of the examinations at one time.
UPSC engineering examinations is termed IES examination and UPSC IAS examination is termed Civil services examinations.
UPSC stands for Union Public service commission and it conducts various examinations like :

>> IES
>> IFS,etc
But check that you are examination dates of both examinations doesnot cross each other.

Yes, you can apply for two or more UPSC exams at same time. but you have to satisfy the eligibility Criteria for all the applying exams. For the post of IAS you have to appear in Civil Services Exam.
Eligibility Criteria For Civil Services:
1. Graduation in any stream.
2. Age Limit:
General: 21 to 30 years
OBC: 21 to 30 years
SC/ST: 21 to 33 years
Eligibility Criteria for IES exam:
1. Engineering degree in any stream.
