Yes, you can apply for IAS 2013 even you have 50% in graduation as
UPSC doesn't prescribe any cut-off percentage for any stage of academics.
Also, please check if your satisfy other eligibility criteria before applying.

Eligibility Criteria to apply for UPSC IAS Exam 2013 :
Candidate must posses a bachelor's degree in any discipline from a recognized university and if the candidate is pursuing final year or awaited for final year result or appearing for final year exams then also he/she is allowed to apply for UPSC IAS preliminary exam
Candidate's age should not be less than 21 years and more than 30 years and relaxation in upper age would be provided as per government guidelines which is 5 years for SC/ST, 3 years for OBC, 10 years for PWD and 5 years for Ex-Servicemen category candidates, and relaxation in upper age for - divorced, widow, separated female candidates would be provided as per government guidelines
Dear if you have less than 50% marks in your graduation then there is no problem for you because all those candidates who have only passed in degree are eligible to apply for this exam means no percentage marks are required by UPSC board to apply for any UPSC exam and you can apply for this exam easily
Examination date has been announced by the UPSC board for prelims and the preliminary exam is going to be conducted at - 19th of may 2013 so that you have only less than 4 months left to appear for this exam so that you should care about your study that what you have prepared for this and as for as my views are concerned that if you really interested in this exam then you have already completed your coaching institute study or studying in any good reputed coaching to get qualified in this exam.

Examination Pattern : There would be following steps in the exam
Preliminary exam - two papers in objective type pattern and each paper contains 200 marks
Mains exam - 9 papers in conventional type pattern and total 2000 marks alloted for all 9 papers
Interview Process - 300 marks only after qualifying both prelims and mains exam

UPSC is the Union Public service commission.It conducts large no of examinations every year.The best thing about the UPSC exam is that there is percentage barrier in marks in the qualifying exam.
Even if you have passing % of marks in the qualifying exam ,you can appear for the exams.
So do not worry,if you have less than 50% marks ij bachelor's degree ,you can definitely go for the Civil services examinations provided that you satisfy the age limits that is :
The date of notification is 02/02/2013 and last date for receiving application is 04/03/2013.So ensure that you fill up the form before the deadlines.
The no of attempts for the exam is :
General:4
OBC:7
SC/ST: no limit.
The examination will be conducted in three stages that are:

Yes you can apply for IAS 2013 Exam even after you have less than 50% in graduation.
Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS. You just have to satisfy the basic eligibility criteria to appear for Civil Services Exam.
The candidate must hold any degree in any discipline from any recognized university. Final year degree students are also eligible
The age limit is 21-30 yrs
The maximum number of attempts for General category is 4
The candidate should be Indian
