Yes definitely you are eligible for IAS Exam. Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.
You just have to satisfy the other basic eligibility criteria to appear for the Civil Services Examination.
The Other basic eligibility criteria for Civil Services Exam are as follows:
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university
Final year degree students are also eligible
Degree obtained by distance education/open university is also eligible if the university is a recognized university
The candidate should be of the age in between 21-30 yrs
The maximum number of attempts for General category is 4
Nationality should be Indian.

Age calculation for this examination as on 1st August of year
So dear according to this you are below 31 year
Maximum age limits are:
For General 31 year
For OBC 33 year
For SC/ST 35 year
Ex-Servicemen +5 year
So dear if you are belong to general category then you can apply Civil Service Exam only 2013 after then you can not apply

- Civil services examination is conducted for the entrance into IAS.
- This exam is required you should have completed the graduation in any from an university which should be recognised.
- The age limit for the exam is 21 years to 30 years as on 1st august 2013.
- If you are from an general category, then you won't be eligibile to appear this exam because as per your date of birth 08 December 1982, you have already completed 30 years.
- However if you are from an reserved category, then due to upper age relaxations you can apply for this exam.

You can NOT apply as you have already crossed 30 yrs age limit. General candidate should be less than 30 yrs on 1 Aug of exam year.
Age Limit: General (21-30 yrs), OBC non-creamy layer (21-33 yrs) and SC/ST(21-35 yrs).

You are eligible for civil service exam because the age calculation for this exam is as on 1st August of every year. ASper this you are below 31 or 30 is going so you are eligible for this exam. other traits are:
You should have graduation degree. You are an Indian citizen.
Your age should not cross the limit of 21 to 30 years (3 years relaxation for OBC and 5 years for SC/ST candidates)
Civil service exam is conducted by UPSC on national basis once in a year. This exam have three phases Preliminary exam, Main exam and the last part is Interview.
