Yes,of course eligible to apply for Civil services examinations conducted by Union Public services. Because as per notification Graduation in Distance mode also eligible to give Civil services. But you must ensure that your University must be recognized by Distance education council,IGNOU. Unless recognition you are not permitted to apply for Civil services examination. ***Finally i am declaring Distance education from Indian recognized university only eligible....

Yes you can apply for the UPSC exams after completing polytechnic in regular and completing B.A in distant,but only because you have completed your B.A which is in actual a graduation degree.
That is your diploma is not considered as graduation but your B.A is considered as graduation and which allows you to apply for the exams,as the graduation is necessary for applying in the exams,the mode of degree and the stream does not matter to that level.
