No.
- On the basis of Polotecnic Diploma you can't write UPSC CS exam.
- ICS exam demands bachelor's degree.
- Any stream degree is allowed.
- It should be studied from the colloge which is recognized by UGC.
- Diploma holders but without degree are not eligible.
- So if you do not have done degree then first do it to write UPSC ICS exam.
- Age criteria: 21-30 years with some upper age relaxation for OBC of 3 years, SC/ST of 5 years.

NO YOU CAN NOT WRITE UPSC EXAMS ON THE BASIS OF POLYTECHNIC DIPLOMA.
The exam that are conducted by the UPSC is most of them are graduation based,it is necessary to complete the graduation all most every exam that is conducted by the UPSC.
A polytechnic diploma is nothing but very much equivalent to 10+2,although at some places the diploma is rated high in compare to 10+2.
But polytechnic diploma is only a 10+2 equivalent and not a graduate degree.
Hence it is better that you understand that you complete your graduation ,a three year course rather for the diploma holder,in order to be eligible for the UPSC exams.

No you are not eligible for the exam.To be eligible for it you need to passed your graduation and then only you can apply for the exam .And age limit for the exam is 21-30 yrs.

For some exams like NDA ... the +2 or 12th qualification is enough

therefore join LEET exam to complete your graduation.

Graduation is mandatory for appear UPSC exams even polytechnic diploma not eligible for UPSC exams.
Education Qualification.
minimum graduation from any recognized university in any stream .
or
final year student also eligible for the exam .
Number of Attempts are allowed:
4 for general caste
7 for obc caste
no limit for sc/st caste
So if you fulfill the above criteria then you can give the exam .
