You can perfectly apply for Civil Services Examination from graduate from distance education.
Minimum education qualification required to apply for CSE is Graduation or equivalent from recognised University approved by UGC.
So if your distance program university is recognised by UGC than you can perfectly apply for the examination.
It does not matter Whether you have done your graduation in distance mode or regular mode.
What matters is that you should have cleared your Graduation because that's minimum education requirement.
Apart from that your age should be between 21 to 30 years if Applying in General Category.
Relaxation in age is only provided to Reserved Category Candidate.

To become an IPS Officer you have to clear the UPSC Civil Services Exams.
UPSC conducts the CSE every year to make recruitments to 24 posts/services.
The Educational qualification required is Graduation in any discipline from
a UGC recognised University or equivalent.
Graduation from a recognised University through Distance learning is acceptable qualification to appear in the CSE.
Age limit in general category is 21-30yrs,OBC 21-33yrs and SC/ST 21-35yrs.
No.of attempts allowed is 4 times for general category,7 times for OBC and Unlimited attempts for SC/ST candidates.

Yes....If your university is a recognized one from UGC, then you can definitely appear, but you should also fulfill these following eligibility criteria.
The IPS stands for Indian Police Service, is one of the highest police service of our country. This post is filled up by the UPSC through the CSAT (Civil Service Aptitude Test) examination which is published every year. The advertisement for it publishes every year at the month of December to February.
QUALIFICATION
The essential qualification for the examination is to pass the Bachelor degeree in any discipline at any recognized university.
AGE LIMIT
The age limit for the examination is within 21-30 years. The upper age limit for it is 03 years for OBC whereas 05 years for SC/ST candidates.
NO. OF ATTEMPTS
There is only 04 attempts for General candidates, 07 attempts for OBC and up to 35 years of age for SC/ST candidates to appear the examination.
