Dear Aspirant
Sorry to say that upsc is not recruiting for the indian government
For the lecturer as you have to give the Ugc Net exam for this
As it comes under the Ugc Net department
Also you have to clear the P.h.d Also as the competition
Is so much high as the net passed candidates are not getting chances
So better would be to clear the phd too
As Recently the net exam is conducted
And i think you have missed the chance
But can apply for the exam next year
Best of luck

UPSC conducts direct selection for certain posts such as lecturer, professor, senior lecturer and other faculty in govt. colleges, defense academy, naval academy etc. the notification will be issued by UPSC as and when vacancies arise. You can see the notification in leading national newspapers, employmentnews magazine released by govt. of India or upsc website upsc.gov.in.
YOu have not mentioned for which lecturer post. I am giving a general answer. The scheme for selection is either 2 stages( written test followed by interview) or direct interview. It depends on the recruitment rules framed and the post and number of candidates applying for that post. There is no fixed date for such recruitment. The qualifications required to apply, the scheme and syllabus of written test will be provided in detail in the recruitment notification released by UPSC.
