Can I give HAS and HPPS exams at the age of 30 yrs? How to prepare for this exams?

Sir, i have done B.A. in 2005 and i want to take HAS and HPPS exam, i am of 30 yrs old, can i take these exams ,if i can then please guide me how to prepare for these exams

Age limit for HPPSC exam is 21 years to 30 years. you should not reach age of 30 years on 1st January of the year of in which Exam is conducted. and there is 5 years of relaxation for SC/ST,OBC.
