The attempt to the examination will be counted when You appeared the examination and Put on your signature on the attendance sheet. So since you are unable to appear the examination then it won't be counted. So don't worry.

there is no need of worry regarding the attempts in the IES exam because according to the UPSC you can apply for this exam for every year and their is no limit of attempts.
A candidate must have a age between 21 to 30 years.

yes since you have applied for IES it will be counted as 1 attempt. Max no. attempts you can make in any UPSC exams is 4.

A Group'A' officer post entry,a gazetted officer post for the engineering services exams.
Engineering Degree in any stream is minimum eligibility criteria for applying for IES.
Age limit-21 to 30 years for General Category
21 to 33 years for OBC
21 to 35 years for SC/ST
21 to 40 years for Physically challenged candidates.
There is no limitations in the number of attempts,to be specific.So it hardly matters that whether your just filling the form have been counted as an attempt or not.

So do not worry about the attempt that you made in the IES.

there is no boundation on number of attempts in IES examination.So you don't have to worry about whether your one attempt is counted or not but age limits for various categories are:- 21-30 years for general,21-33 years for OBC, 21-35 years for SC & ST candidates both.
So you have unlimited attempts but once you cross your category age limit you will not be able to appear for IES examination.
So don't worry about missed chance and prepare again for next years IES examination as you will have many attempts remaining.

as you said you did not appear for a single paper of IES exam and did not mark the attendance so it is not counted as your attempt.
and may i clear you that there is no limit of number of attempts for UPSC IES exam. the limit of attempts is considered only for the exams of Civil Services and IFS which are also conducted by UPSC. you can apply for IES exams any number of times till you satisfy the required eligibility criteria. So you need not to woory in this regard and keep preparing for the exam.
Eligibility Criteria for IES exam:
>>Engineering degree in any discipline from recognized college or university.
>>your age should be within 21 years to 30 years. there is also relaxation in upper age upto 3 years for OBC and 5 years for SC/ST.

Friend, please note that if the candidate fails to attend the examination, then it is not counted as attempt. Attempt is counted in only that case in which candidate attend the examination and register hinself/herself attendance on attendance sheet. But in your case, you failed to do so. You did not attend the examination. You would be treated as absentee. There will be no deduction in the number of attempts available. You should not bother about it. Just focus only on the preparation of next examination. Best of luck.
