The essential qualification of the UPSC is to pass the Bachelor degree at any recognized university in any discipline. The age limit is within 21-30 years and the upper age limit is 03 years for OBC and 05 years for SC/ST candidates. So being graduate in B.sc, you can appear for the examination. 1.CIVIL SERVICES EXAMINATION (for IAS,IPS)
ELIGIBILITY CRITERIA ::
You must be a citizen ofIndia,or, You must be a subject of Nepal or Bhutan, or, You must be a Tibetan Refugee settled permanently in India before 1962.
You must be of 21 to 30 years of age. However, there is a relaxation in the upper age limit, of 3 years For the OBC and 5 years for the SC/ST
you must have completed your Graduation or Equivalent, from a recognized university under any Stream, or be a final year student in the same
The number of attempts is 4 for a General category student,7 for an OBC candidate, and unlimited for a SC/ST candidate, until he fulfills the age criteria
2. Central police force (CPF) held once every year whose eligibility criteria are
1.university graduate of any stream either in final year/passed out with 55% in graduation
2. Age limit within 20-25 years relaxation in the upper age limit, of 3 years for the OBC sand 5 years for the SC/ST
3.CDSE (for recruitments in three armed forces of Indian union)
exam conducted bi-annually
for the maltery academy and ota (officer training acedemy )exam the qualification required graduation in any stream from the recognition university
for the naval and air force the qualification is required graduation in science subject.
There is no age relaxation for any category
5. Combined graduate level test
This test is taken by the staff selection commission
The age limit is the 21 to 27 years
Relaxation for the reserve category/
Qualification is required graduation in any stream from the reorganization university

Yes being a graduate you are eligible to appear for UPSC exams.
Eligibility Required:
Age Limit: - The candidate should be minimum 21 years of age and the maximum age is 30 years.
Educational Qualification: - The candidate should have a degree completed from any of the institutes established by an Act of Parliament or any University deemed by the University Grant Commission under section 3, Act, 1956.

-Yes all graduates including B.Sc IT graduates are allowed to sit for UPSC Exams.
-UPSC conducts various exams at the graduate and undergraduate level.
some of the exams at the undergraduates level are NDA ,SCRA,etc. and
age limit is there which should not be more than 21yrs for SCRA and 19yrs
for NDA.I think you are not eligible as you have completed your graduation in 2009.
-UPSC conducts exams like the Civil Services,Engineering Services,CDS,etc.
Minimum qualification is graduation in any discipline from a UGC recognised
University and Age limit is between 21-30yrs for general category and relaxation
is for reserved category.

Yes ofcourse surely you can sit for upsc exams.
you should have a bachelor,s degree from a recognized university and your age should fall within the bracket of 21 to 30 years if you belong to general category for civil services.
other options available to you are NDA,CPF,SCRA etc..
just check out the eligibilty criteria for various exams you wish to appaer in www.upsc.gov.in.

with your present educational qualifications .
graduation is the main eligibility for the many of the upsc examinations .
examination like Central Police Forces Examination (CPF)
Civil Services Examination
Combined Defense Services Examination (CDS)
are graduation based examinations conducted by upsc . you can apply for all of them if your lies between the age limit required for these examination.
age limit for the upsc civil services examination is 21-30 years .
age limit for the upsc combined defense services examination is 19-24 years for IMA 19-25 years for OTA 19-22 years for IAF
age limit for the upsc combined police forces examinations is 19-25 years
for all these examination ,
OBC and SC/ST category gets an age relaxation of 3 years and 5 years respectively.
