>> You will have to wait untill February 2013 for the notifications of the application forms of the Civil Services exams to be available.
>> However,make sure that you fulfill the complete eligibility criteria of the exams.
Complete Eligibility Criteria for the Civil Services exams.
[01] NATIONALITY.
You must be a citizen of India,
or,You must be a subject of Nepal,
or,You must be a subject of Bhutan,
or,You must be a Tibetan refugee settled permanently in India,before 1962.
[02] AGE LIMITS.
You must be 21 To 30 years of age.
The upper age limit of 30 years is relaxable according to Government norms,by-
# 5 years for SC,ST,Government employees and ex-servicemen.
# 3 years for OBCs and Physically Disabled.
[03] ESSENTIAL EDUCATIONAL QUALIFICATIONS.
You must hold a degree of Graduation,or Equivalent,from any recognize university.
Just the passing percentage is required.
Final year students are also applicable.
[04] SEX.
Both male and female candidates can apply for the exam,irrespective of any Discrimination.
[05] NUMBER OF ATTEMPTS ALLOWED.
For General Candidates : FOUR.
For OBC Candidates : SEVEN.
For SC and ST Candidates : UNLIMITED.

Yes every graduate candidates are eligible for the CSE exam if they fulfill the criteria mentioned by UPSC for the exam .
If anyone who fulfill the criteria then one can give the exam .
The criteria for the UPSC exam is below :
NATIONALITY :
=> one must be an indian citizen
EDUCATION QUALIFICATION :
=> one have to complete the graduation from any recognized university in any stream .
or
=> A final year candidate also eligible for the exam but before the main exam one have to complete the graduation .
AGE LIMIT:
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-40 for physically handicapped
NUMBER OF ATTEMPTS ALLOWED :
4 for general cast
7 for obc cast
no limit for sc/st cast
So these are the requirements that one have to fulfill for giving the exam , if one can't fulfill any one then one can't be allowed for the exam .
