Sorry, dear you can not sit upsc exam without graduation degree.
you can apply NDA or SCRA after 12th pass
But in civil service exam Graduation is necessary.
So dear you should complete your graduation for UPSC Civil Services Exam.
After graduation you are eligible for UPSC Exam.

you are not eligible for upsc exam,the basic requirement of upsc exam is the person should be graduate
for nda and cds exam,the person must be pass in 12th class
age limit is 21 to 30 years for civil service exam
nda-16.5 to 19 years
cds exam-19 to 24 years
you can apply for upsc exams after passing in 12th or graduation
