Yes it is compulsory that one have complete the graduation for giving the exam .

If one in the final year of graduation then also one will allow for the exam but before the Main exam one have to present their degree certificate otherwise one will be rejected .

So if you in final year then you can eligible for the exam but before the main exam you have to complete the graduation .

No dear it is not compulsory that you should have your graduation certificate or degree provided by the Institute/University because if you have ever read the notification of UPSC recruitment then you will find out a eligibility line according to that - if you are pursuing final year or appearing final year/semester exam or awaiting for the announcement of the result of final year then you can apply means you are already eligible in final year exams then what is the need of certificate to appear for exam.

But if you qualify both pre and mains exam and going to face interview process then you should have your degree in hands and all other academic certificates to show at the time of interview for verification.
