It is nice that you want to join IAS exam after graduation degree.IAS exam stands for Indian Administrative Services which is conducted by UPSC in a year.
Exam Eligibility;-
1-You must be passed a graduate degree from a Indian recognized university
2-There is no percentage requirement
3-Appearing in final year candidates are also eligible.
Age limits;-
General age limits is 21-30 years. Age relaxation is given reserved category students.
Civil services Preliminary exam consist two papers of General studies having 400 marks.
2 hours are given to each General studies papers.
Civil services Mains exam pattern changed from this year.
2 General Studies Papers and 4 optional subjects papers (2 each)
These 6 papers constitute 1800 marks (300 by 6)
There is an Essay Paper and Personal Interview as well of 200 and 300 marks each, which amounts to 2300 marks
An Indian Language paper, which is also a qualifier

Yes you can choose English or mathematics as optional subjects since these subjects are listed in UPSC civil services exam's optional subjects.New pattern for UPSC exam is as following-
1 Essay paper -250 marks
2 General studies -four papers ,total marks -1000
3 Optional subjects-two papers and total marks ,500.
Thus total marks- 1750.
In 2013 exam will be conducted on 26th May .

You can definitely choose any of the subjects among English or Mathematics.But only and only if you have passed your graduation in any of these subjects.Because these are not easy subjects for any new candidate to start with.If you think you can complete the syllabus within 6months and qualify on the basis of that,then you are gone.You should check the previous year papers to have a decent idea of level of question pattern and also the pattern of repeat.Select the subject which you have better grasp and very good preparation.

Preliminary Examination : 2 Papers conducted in objective type pattern
>> General Studies - 200 marks
>> CSAT - Civil Service Aptitude Test - 200 marks
Mains Examination : 7 Papers conducted in conventional type pattern
>> Paper I - Essay - 200 marks and English Language Comprehension and Precis - 100 marks = 300 marks

Dear Mathematics subject is listed in these subjects and if you think that you are better in mathematics then you must choose that because if you will choose interesting subject then you may score good marks and qualify easily but if you think that you can do better in English than mathematics so you can not choose English as your optional subject because English subject is not in the list of optional subject and also not in the literature subject so you should choose Mathematics and prepare well
