If you wants to appear for Indian Engineering Service Examination then you must posses a degree in any discipline of Engineering from a reputed institute or university but you will be allowed to choose any one specialization subject of Engineering in exam which are - Civil Engineering/ Electrical Engineering/ Electronics and Telecommunication Engineering/ Mechanical Engineering or

Should be passed in section A and B of the institution Examination of the Institute of Engineers India or

Passed Graduate Membership Examination of the institute of Electronics and Telecommunication Engineers

Your age should be between 21-30 years and relaxation in upper age as - 5 years for SC/ST, 3 years for OBC, 5 years for Ex-Servicemen and 5 years for Central Government Employees

As you have explained about your educational qualification that you do not posses any degree in Engineering B.Tech or BE from any university so I would say sorry that you can not apply for this examination because that is necessary for you an if do not have then how can you be considered eligible that is why I would say that you should complete BE or B.Tech first in any discipline that you want and when you come in final year then you must apply for this examination and get qualified

I have already mentioned that you are a central government employee and eligible to apply for this examination till 35 years of age but number of attempts will be decided according to your category which are - 4 times for General, 7 times for OBC and no limit for SC and ST category candidates

You should visit at www.upsc.gov.in and get official details and start preparation according to that and if you are graduate in other streams then you may apply for Indian Civil Service/ Police Service/ Foreign Service examination that is also a very good and reputed post in all over India and higher than all other ranks

    All the best
