No you can't write the UPSC CPF exam while pursuing 2nd year B.COM.
The eligibility criteria says that You should be in final year or you should have degree(in any discipline).
Then only you can appear in CPF exam..

CPF means Central Police Force exam conducted by UPSC every year.

According to you, your graduation is not complete.

Therefore you can not apply for CPF Examination, while you can not complete your degree.

There are Minimum Educational Qualification is Graduate

Age Should be between 20-25 years

OBC 20-28 years
SC/ST 20-30 years

Candidate must be physically and mentally fit.

So dear friend first you must complete your B.Com degree.

After that you can apply for this examination.
