Yes, even having backlog in final year are also eligible to apply IPS examinations.
But main condition that you have to be clear your back log till the announcement of written test results.
If you are successfully qualified in Preliminary test then you have to be produce Your Degree cetificates to atempt for Mains examination.

You are Eligible for UPSC exam in Final year of your BBM degree.
UPSC exam requires a graduation degree from a recognized university. There is no percentage requirement.
Your age should be between 21-30 years.
Age relaxation;-
3 years age relaxation for OBC category
5 years age relaxation for SC/ST category
10 years for PH candidates
UPSC exam consist three stages;-
Preliminary exam
Mains exam and Interview.

you have to clear all your back logs before applying for the Civil Services Exam or any other UPSC Exam. because if you have cleared
the Prelims and Mains Exam and then at the time of Interview you have to show your original degree for verification.
Eligibility Criteria For Civil Services:
>>you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.
Limit Number Of Attempts:
