to apply for upsc exam you need to complete graduation or degree,
so if you will complete your degree then surely you are eligible for the upsc exam and you can write upsc exam..

The other criteria also you should fulfill like
Age criteria :
If you are in general cast then your age will be between 21-30
For obc cast age will be 21-33
for sc/st cast age will be 21-35
for physically handicapped age will be between 21-40
So if you fulfill the age criteria also then you will be eligible for the exam .
But there are some limit for the number of attempts like
4 for general cast
7 for obc cast
no limit for the sc/st cast
