I have a defected right hand due to an injury in an accident. Can I apply for Civil Services exam?

I , am Abhinav Shukla s/o Shri Shiv Prakash Shukla ,my age 22yrs and graduate.
Kindly let me know how can i be a part of Civil Services because this is part of my precious dream which i can't give up in any how.I am preparing in daily basis by own through read news paper and pratiyogita derpan. But the concern is that i am not fit from right hand (mean is that my right hand is not state to left hand ), i tell you how it happened , once i was injured due to accident with car.So let me know is it possible for me while i can achive to Civil Services.If i can be so let me know also about more tips regarding this because i don't want to loose any chance in anyhow,alright.The last thing also let me know what , where , how is the best for me so that ------achive --to Civil Services.
