UGC is the body which gives recognition to Universities.It is University Grants Commission.It is applicable for Universities only.Whichever course one enrolls for in any University,that University should be UGC recognised for that degree to be valid.
AICTE is actually for Institutions.It gives affiliation to Technical courses like B.Tech,M.tech,MCA,MBA etc.For a Technical course to be valid,your institute(and not university) must be AICTE affiliated.Aicte affiliation is not required for other Science,Arts,Commerce,Humanities courses.
So,if you are a B.Tech candidate,your University should be UGC recognised and your college should be AICTE affiliated.If these both conditions satisfy,then your degree is valid.

If your university is recognised by UGC, then the graduation degree obtained will must be valid.# On the other hands, AICTE deals with the technical education in India. Every institution or college who are imparting the technical education & degrees are required to be affiliated with the AICTE.# But note that if any college/institute is running any technical degree course, then that college/institute must be affiliated with AICTE as well as the concerned university simultaneously must be recognised by UGC.
