IAS exam consists of 9 papers out that PAPER I only can be written in Tamil, rest all the papers from IV to IX are only in English and Hindi and paper II and III are only English....

The minimum educational qualification for IAS exam is graduation degree .Final year student are applicable for IAS Exam.
Age criteria for IAS exam for general candidate is 21 to 30 years old.Age Relaxation for OBC candidate is 3 years and for SC/ST candidate is 5 years.
The maximum no of attempts for Sc/ST candidate is Unlimited. For OBC candidate it is 7 years and for general candidate it will be 5 years.

yes, you can write your IAS exam in Tamil.
Now the government has made English language as optional.
Candidates is allowed to use any of the regional language under schedule 8 of the constitution.

Friend, IAS Examination comprised of nine papers, out of them only Paper I can be given in Tamil language. Paper II and Paper III have to be given only in English language. While Paper IV to Paper IX have to be given either in English or Hindi language only.
