Dear, as per your DOB your age is 31 years, So you have to produce OBC Certificate for Age relaxation. Secondly, Candidates will have the option to answer all the question papers, except the language papers viz. Papers I and II
in any one of the languages included in the Eighth Schedule to the Constitution or in English. And since Tamil is included in the above said Schedule you can answer the Question Papers in Tamil. Good Luck....

To be a IAS officer you have to write Civil Service Examination & the age limit for the same is 21 years – 30 years as on 1st august of the year of the examination..
But as you belong to OBC category you are eligible for age relaxation. The age relaxation for OBC candidates is 3 years i.e. their upper age limit is 33 year.
Now, your age will be 32 years 1 months 17 days on the 1st august of the year 2013. So, it is absolutely clear that you are eligible for civil service examination 2013.
Now let me come to your 2nd question.Yes, you can write the exam in tamil language. However, you doesn’t have option to choose tamil language in the preliminary examination. You can do so only in the mains examination.

but you are belong to OBC category and obc category has 3 years age relaxation and attempt of the exam is the 7 times.
qualification required graduation in any stream from the recognized university .
you also give the paper in the Tamil language,
which language is approved by the constitution of India, that we give paper in any language.

Yes you should write the exam in tamil language also but in english paper you should write the paper in english language only .
As currently your age is 31 years and the maximum age limit for the obc cast is 33 years .
So you are eligible for the exam but you should fulfill the education criteria also like you should completed your graduation from any recognized university .
So if you fulfill the criteria then you should eligible for the IAS-2013 exam .
So if you eligible then start the preparation for the exam because now you have only two years left for the maximum age limit after that you are not eligible for the exam .
So prepare well for the exam .

If you are the OBC candidate then there is relaxation of three years in the age in UPSC exams.
Now your age is 31 ,so you can apply for the UPSC exams till 33 years of age.
For this you must have graduate degree with atleast 60% marks and should be recognized from the reputed university.

first of i want to make you clear that IAS is not a Exam it is a post which you will get after clearing UPSC Civil Services Exam.
yes, being a OBC candidate you can apply for Civil Services Exam in 2013. as according to your date of birth you will reach the age of 32 years in 2013 and according to UPSC age limit for OBC candidate for Civil Services Exam is 33 years on 1 August of the year of exam. you must not have attained the 33 years of age on 1 August.
you can give the papers in tamil medium except language papers.

2. Age limit:
- General: 21 years to 30 years
- OBC: 21 years to 33 years
