Why not? Friend you can write IAS exam as in IAS there is no physical qualification test compared to CDS/IPS. Thus,you are eligible to write IAS exam though physically handicaped. General candidates- 4 times

Age should be minimum 21 years and should not be more than 30 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
This is very good opportunity you have to qualify examination because cut-off marks for physically handicapped candidates always decided very less and we can say lesser than all General, OBC, SC and ST category candidates so you should utilize this facility provided by the government and get qualified in examination at once
If you give around 6-8 hours everyday for preparation by using some good books then you can easily qualify this examination and some of the state governments provides free coaching institute for PH/PWD, SC, ST and OBC category candidates so you must find out and join that institute so you could learn what is required for examination and if possible then you must join any other high class coaching institute and start preparation
Next year's IAS examination notification can be announced around March of the year and prelims may be conducted while May-June so you should prepare because you have more than 10 months to get prepared well and for all other details you can get this attached notification

Some relaxations are also for physically handicapped candidates
Age limit for general category is 21-30.But upto a maximum of 10 years in the case of blind, deaf-mute and orthopaedically handicapped persons.
Number of attempts for general category is four.But a physically handicapped candidate shall be eligible for seven attempts.

Yes Physically Handicapped persons can write IAS exam.
Moreover they will also get relaxation in some area VIZ. Age Limits & Number of Attempts in the examination.
Age Limit : A physically disabled person will get upto 10 years age relaxation on the upper age limit.
Number Of Attempts: A physically handicapped will get as many attempts as are available to other non-physically handicapped candidates of his or her community, subject to the condition that a physically handicapped candidate belonging to the General Category shall be eligible for seven attempts. The relaxation will be available to the physically handicapped candidates who are eligible to avail of reservation applicable to such candidates.
So, a physically handicapped/disabled person are not only eligible for IAS examination but get also certain relaxation.
